Who pays Business Rates
Business Rates are a tax on properties used for commercial purposes (for example, shops, factories and offices). Normally the organisation or person using the property pays the Business Rates.
If your property is both domestic and non-domestic (such as a public house), part of it will be assessed for Business Rates and the other part for Council Tax.
